Urban Immovable Property Taxation (UIPT)

Current Progress
  • Formation of Technical Advisory Committee: Technical Advisory Committee for UIPT nominated via office order dated 3rd May, 2023.
  • Market analysis for survey: The market analysis for survey procurement activity that envisages to inform the procurement strategy for the property tax survey has been completed and shared with the World Bank. After some deliberations, the Bank has provided its endorsement to the analysis and advised to proceed with the procurement process once relevant pre-requisites are done.
  • Procurement of Satellite Imagery: The contract for procurement of satellite imagery has been signed for complete delivery of ortho-rectified imagery and respective parceling of properties covering an area of 4000 sq kms. The vendor has delivered all imagery which is currently under process. The contract closes on 31st March, 2024.
  • MIS Assessment: The contract for assessment of exiting MIS system deployed in ET&NCD has been completed in December, 2023.
  • Communications Firm: A firm to run communications campaign for UIPT component has been hired through a competitive process in March 2024.
  • Recruitment of UIPT Component staff: All major staff positions have been hired.

  • Finalization of bidding document for property tax survey: The draft bidding document including ToRs for the door-to-door survey has been prepared and is under review at WB. Once reviewed, procurement will be initiated under International Bidding Process.
  • GIS-based MIS Development along with a Field Survey Application: The draft bidding document including ToRs for the door-to-door survey has been prepared and is under review at WB. Once reviewed, procurement will be initiated under International Bidding Process.

7 Communications Strategy - Campaign
7.1
  • A comprehensive communication strategy and detailed plan is developed to spread positive awareness in the citizens of Karachi to motivate them contributing to the survey. The TORs are finalized, approved by WB, published in the newspapers, EOIs receiving timeline is closed on 31st Jan, 2024. EOIs are received and under evaluation for the next stage to submit RFP.
